No, you were right the first time. They don't apply any of the restrictions (word count, completeness, language) to character limits, because why would they ever want to be fair?

What is the rationale behind character limits? Not trying to start wank; I'm just curious.

I think it's so you can't include really popular characters in spinoff media.

I just wish there was a way to separate "fics about this character" and "fics where this character has a three sentence cameo".

+1. I wish we had tags to indicate cameo appearances by characters.

And background pairings. (So much fic in femslash tags is "background scenes in M/M juggernaut fic".)

I second the frustration at this phenomenon.

Apparently a troll started wank one year stating that comic fans would use the comics to sneak in Tony/Steve (which was a pairing she hated). The mods decided to listen to the troll and introduced the character limit.

At least that's the story I heard.
