The mod doing this sends out a dozen emails, gets many more replies, has to find the fastest respondents and respond to them, go into the Archive, manually re-assign the pinch hits (slowly, of course, because I'm sure doing anything with the YT page is a beast), and double-check things. I'm sure the spacing-out is primarily for their ability to manage the process reasonably and accurately.
