In a current exchange, my signups all have zero offers except for one, and that's the one I wanted the least. Would it be nagl to delete that request and hope that either my other requests get an offer or that I go to PH?

If you don't want to get fic for it, it shouldn't be one of your requests in the first place.

You're not gaming the system -- you're removing a request you've realized you don't want as much. IMO that's totally fine and in fact what you should do.
