Yeah. The difference is that in a $10 exchange, $10 is the suggested price point that everyone should hit. So your gift is expected to be near that price and not way under or way over. Giving a $1 gift or $100 gift would be breaking the rules of the exchange. In Yuletide 1k is the minimum but there's no maximum or suggested wordcount or amount of effort that people should hit and not go over. I think there's no shame in doing the minimum, that's a totally valid way to do the exchange, and no one needs to pour their everything into one fic exchange. But for people who choose to do so, that's fine. As long as they aren't assholes to others who don't view it that way, it's all good. Like you say, it's just like putting more out there for everyone to share.

I have yet to see a "$10 gift exchange" where the majority of people didn't spend at least $20 or $25.

I have seen $10 exchanges where some people would spend $10-$11 and were disappointed and hurt when their gifter didn't spend $50 on the gift of their heart. People are weird.
