Maybe they want characters from both? Or, with no knowledge of the fandom whatsoever, maybe there are characters unique to the special/movie/other that they want?

As far as I remember the only exclusive characters would be monsters of the week? I'm not familiar with ToQger I admit but I guess the person nomming it wants crossover without resorting to optional details?
