DA I find it funny that people always think it's about letting a character in and not about making the rules consistent and easy to parse.

To be honest I'd be all for cutting of fandoms at 500 for example, but I don't see anyone gaining anything from the character rule long term. Just do away with it and stop arguing that yuletide is a rare character exchange. If the fandom gets into Yuletide than that should be the end of it.
