Or like me until recently, they didn't know that they were expected to both comment AND kudos. I did fandom mostly on LJ, and I always had the impression that kudos were supposed to be a substitute for comments, for people who didn't know what to say other than "I liked this" or had anxiety issues about commenting. In fact, I figured that people would prefer comments because it takes more effort to leave a long comment talking about specific things that I liked about the fic than to just click the kudos button. I know that I appreciate kudos, but I'd much rather have a comment!

When I found out that it was expected, I did start leaving kudos as well, though sometimes I forget because I'm not used to it. I most definitely would not go to the trouble of leaving a long, gushing comment if I didn't sincerely like the fic.
