I don't think so, but there are ways around it, especially if you're good at the six degrees game - if you wanted to read about, say, Mark Sheppard and Misha Collins, you could technically request them under 24 RPF.

You couldn't, because Misha appears in more than 1,000 stories and is ineligible.
