That's not exactly an assault on short comments. They find that comments that say nothing about the fic to be "incredibly generic" and don't convey "genuine enthusiasm". It's right there in their comment that they don't expect long comments at all. The have an issue with a specific kind of comment that says nothing, which is easier to achieve in a short comment than one that's longer. I've certainly seen long comments that had zero substance which I would imagine that OP wouldn't be fond of either given what they list as their complaints.
