Well, as the coalies below suggest, maybe that's what their recip wanted? Or at least something in the neighborhood? I figure it wouldn't hurt to ask what prompt they were writing in response to before throwing up your hands entirely...

I'm not going to do a line edit on this yet because I think you first need to fix some basic structural issues. Right now, this is just some dialogue and description, but it's not a story - there is no tension, no arc of events happening leading to a conclusion.

Can you rewrite this in a way that foregrounds an event or idea? In other words, something needs to happen during the story, something that is foreshadowed or questioned at the beginning and answered by the end.

(Here you might make suggestions, if you have any.)

Sure, you send a message like that if you're a shitty beta who doesn't want to do what you were tasked to do. This author asked for a SPaG check. A SPaG check is what they should get, with an additional note about plotting suggestions and whatnot if the beta thinks they know more about what the recip wanted than the writer of the fic.

sounds like you are a shit author if you think any recip would rather have notfic with perfect SPAG than an actual story.

No, I'm just a person who realizes that some people are into fic for different things. Not everyone wants full stories; they just want to see the characters they love.

I am big into character moments and introspection but if there is no conflict or journey even within the self (resolved or not), that is not a good thing.

Listen, sometimes people actually request these kinds of introspective, boring ass 'stories', and it's not the fault of the poor sap who got stuck writing it. Sure, ODAO, but if you legit don't have any other ideas to mash together the truly random assortment of characters that in no way go together, your options can be limited.

Pet peeve, but the story as described isn't actually notfic. Notfic (or not!fic) is a specific type of bad fic, and it tends to be one with a lot of plot explained in a vague way at a very high level.

This is a totally different sort of bad fic -- specifically the dull nothing-happens canon in-fill or introspection fic.
